Evaluation of the JISC Legal Information Service

CIRT was commissioned to undertake an evaluation of the J-LIS, a legal guidance service concerned with technology law for FE Colleges and HE Institutions. The approach taken aimed to evaluate as widely as possible, within the resources and time available, in order to provide information to support the business plan and to examine the impact of the J-LIS on the target user community to date.

The evaluation activities commenced in April 2002. The techniques used were: analysis of user transactions (collected between 23/11/2000 and 09/04/2002); website content analysis; online user community survey; interviews with representatives of J-LIS. The main conclusions of the evaluation and associated recommendations have been submitted in a confidential report to J-LIS.

The evaluation suggested that a clear need exists for a legal information service such as J-LIS, to provide reliable legal information concerning aspects of IT for the FE and HE communities in one central location. It is likely that the use of the service will continue to grow and that the user community will be widened.
